Grant Accountability and Transparency Act (GATA)
The Grant Accountability and Transparency Act (GATA) of 2014, 30 ILCS 708/1 et seq., established statewide standards to increase transparency, ensure accountability, and streamline grant management. All grants administered by Executive Branch agencies must be awarded through a competitive Notice of Funding Opportunity (NOFO) process, requiring applicants to outline a clear scope of work, provide a detailed budget, and demonstrate the capacity to deliver proposed activities.
GATA Pre-Qualification Requirements
To apply for or receive funding – whether through a NOFO or direct award – entities must be registered and in Good Standing within the GATA Grantee Portal. Completing and maintaining all pre-qualification requirements ensures you can focus on preparing a strong application, including a detailed budget and other key documents.
Complete the following to register in the GATA Grantee Portal and pre-qualify:
- Register with the System for Award Management (SAM).
- Obtain a Unique Entity Identification Number (UEI) via SAM.gov.
- Apply for, update, or verify your agency Employer Identification Number (EIN).
- Complete registration in the Illinois Gata Grantee Portal.

Euna Grant Management System Overview
Access to Euna Grants requires registration on the Illinois GATA Grantee Portal.
The first time you access an opportunity through the portal, you will be prompted to create a login and password. Alternatively, some users may receive an email invitation from another user in their organization. Once registered, you will be able to access the grant opportunity.
When logging into the Euna grant management system, remember to use the same username and password as you would for the GATA grantee portal. When logging into Euna, always click on Public Account. After entering your username, the system will automatically add @public.external.illinois.gov.

ILETSB FY27 Law Enforcement Camera Grant (CSFA #569-00-3496) – NOW OPEN!
Summary: Program will provide grants to Illinois police agencies of municipalities, counties, park districts, state-controlled universities, colleges or public community colleges and all units of Illinois local government for the purchase or lease of in-car video cameras for use in law enforcement vehicles (no data storage included); officer-worn body cameras for law enforcement officers and data storage related to officer-worn cameras; and training for law enforcement officers in the operation of the cameras (20 Ill. Adm. Code 1705 100-199).
Funding may be Reimbursement, Advance Payment or Working Capital.
Applications for this opportunity must be submitted to the Board via AmpliFund/Euna by 5:00 pm CST on Wednesday, November 18, 2026.

The Illinois Law Enforcement Training & Standards Board first began offering equipment grants for law enforcement agencies in 2007 with the passage of the original Camera Grant Act to help police agencies obtain in-car dash camera recording systems. This program was revised and expanded to include officer-worn body cameras in 2015.
